Market access training for pharmaceutical teams: pricing, HTA and tenders
Market access training teaches how a medicine gets from a licence to patients who can actually receive it. A marketing authorisation allows a product to be sold, but in Europe the price and reimbursement are decided country by country, often after a health technology assessment, or HTA. Hospitals and payers then buy through contracts and public tenders. Market access covers all of that: evidence of value, price negotiation, reimbursement decisions and the purchasing rules that decide who supplies.

What is pharmaceutical market access?
Market access is the work between approval and use. In Europe a single marketing authorisation can cover every member state, but each country decides its own price and reimbursement. Without a reimbursed price, most prescription medicines are hardly used. Market access teams build the evidence, negotiate with payers and plan the order of launches across countries.
How are prices and reimbursement set in Europe?
Each country runs its own system. Germany assesses added benefit under AMNOG and then negotiates the reimbursed price. France, Italy and Spain combine HTA opinions with national price negotiations. Many countries use external reference pricing to cap their prices. The EU sets procedural rules for these decisions, such as time limits and transparency, but not the prices themselves.
What changes with the EU HTA regulation?
Regulation (EU) 2021/2282 creates joint clinical assessments done once for the whole EU. Countries must take the joint report into account but still make their own judgement on value, price and reimbursement. Companies need to prepare one evidence package for the joint assessment and still answer national questions afterwards.
Why do hospital tenders matter for market access?
For hospital products, generics and biosimilars, access often means winning a tender. Public buyers publish calls with award criteria, lots, supply guarantees and penalties. Price usually counts most, but quality, delivery and service criteria are growing. Missing a tender can lock a product out of a region for years. What do market access pharma courses cover?
How each major European country sets prices and decides reimbursement, how HTA bodies judge added benefit, external reference pricing, managed entry agreements, and how public procurement and hospital tenders work. Courses for generic and supplier companies put more weight on tenders and price erosion.
What is HTA in pharmaceutical market access?
Health technology assessment compares a new medicine with the current standard of care to judge its added benefit and, in some countries, its cost effectiveness. The result shapes the price and whether the medicine is reimbursed. Each country has its own HTA body and methods.
What does the EU HTA regulation change?
Regulation (EU) 2021/2282 introduces joint clinical assessments at EU level. They started in January 2025 for new cancer medicines and advanced therapies and will extend to other products in stages. Pricing and reimbursement decisions stay with each country.
How does external reference pricing work?
A country sets or caps its price by looking at the prices of the same medicine in a basket of other countries. Because many countries reference each other, a low price in one market can pull prices down elsewhere, which shapes launch order and price strategy.
Do generic companies need market access training?
Yes, but a different kind. Generic prices are often set by rules linked to the originator price, and volume is won through tenders and contracts with payers, hospitals and pharmacies. Knowing the tender rules and calendars matters more than HTA for most generic portfolios.
Is the course certificate a market access certification?
No. The certificate records that a named person completed the course and its questionnaires, with hours and date. It is evidence of training for your employer. It is not a professional qualification or an accreditation.
