Why the training file is the first thing they ask for

The law does not say "train your people". It says keep the proof.

Inadequate personnel training under 21 CFR 211.25(a) was among the ten most cited FDA inspection observations in the 2024 fiscal year (source). Not because people were untrained. Because nobody could prove they were.
